Fleet Management manages the purchase, operation, maintenance and disposal of the state's fleet of motor vehicles and watercraft. The state's fleet includes approximately 25,000 units. This includes automobiles and light trucks, medium and heavy trucks, aircraft, construction and industrial equipment, marine equipment (e.g., boats, airboats, boat engines, etc.), trailers, tractors and mowers, small utility, motorcycles and all-terrain vehicles (ATV).
Responsibilities of the Division of Fleet Management include developing policies and procedures for effective and efficient purchase, assignment, use, maintenance, and disposal of motor vehicles and watercraft. In addition, we determine the motor vehicles and watercraft included on state contracts, develop technical bid specifications and assist in evaluating the contracts. This division ensures the cost-effective purchase of safe, energy-efficient and quality motor vehicles and watercraft. Fleet Management approves the purchase of motor vehicles and watercraft, develops equipment purchase approval guidelines, develops fleet replacement criteria and administers the state's federally mandated fueled vehicles program.
Fleet Management provides the Florida Equipment Electronic Tracking (FLEET) system, which is used for fleet management and reporting. The system provides the management and cost information required to effectively and efficiently manage the state's fleet. FLEET also provides accountability of equipment use and expenditures.
Fleet Management manages the disposal of the state's used and surplus motor vehicles and watercraft, primarily through sale at public auction.
Fleet Management’s goals are to:
- Ensure the state purchases quality and energy efficient motor vehicles, equipment and watercraft.
- Achieve maximum feasible return from disposal of used and surplus equipment.
- Return surplus equipment to governmental service when practical.
- Restrict use of state equipment to official state business.
- Provide management reports and data required to properly manage state fleet.
- Provide reports to assure accountability of equipment expenditures and use.
The three areas of Fleet Management are:
FLEET Online System
- Requires agencies to keep records and make reports regarding the effective and efficient use, operation, maintenance, repair and replacement of automobiles, light trucks, small and large (>1 ton) vehicles and equipment designed primarily for transporting people and legal to operate on public roads, watercraft and aircraft.
- Assures the efficient and safe use of motor vehicles and that they are used only for official state business.
Purchase of Mobile Equipment
- Provides for the purchase of quality, cost effective, energy efficient and safe motor vehicles, watercraft, and heavy equipment.
Disposal of Mobile Equipment
- Effectively and efficiently disposes of surplus motor vehicles, watercraft and heavy equipment to achieve the maximum feasible return from disposal.
- To the extent practical and cost effective, places surplus state equipment in less demanding state service areas.
