Project Management Oversight
Purpose of Activity

Project Management Oversight of the public's construction projects by licensed professionals is necessary to maintain the integrity of outsourced contracts with private providers. In a process that often involves substantial tax dollars, oversight ensures the public's interest is equitable and executed as intended by the Legislature. This is required under subsections 216.044, 255.29, 255.31 and 287.055 Florida statutes. This activity serves the public's trust by ensuring that taxpayer funds are spent in accordance with Legislative intent. |
Tasks and Processes

This activity performs oversight tasks related to the delivery of Fixed Capital Outlay projects such as construction, renovation, repair, modification, or demolition of buildings, utilities, parks, parking lots, or other facilities or improvements. This activity provides oversight of the competitive selection process, which is mandated by subsection 287.055(7) Florida statutes to assure that the best-qualified provider is selected for the specific needs of each individual project. This involves the selection of private providers and ensures contract compliance. |
Accomplishments

The Department acted solely in the public interest to ensure that the value received is equal to the funds expended and that the State's safety and construction standards are maintained. Unlike other states that have an internal design and construction management activity, the Department of Management Services contracts with private sector providers for all architectural, engineering and construction services. Customers

For appropriated funds to the Department of Managment Services, the Division of Real Estate Development and Management serves as the owner representative on behalf of the State. For other state agencies, this Division can provide Project Management Oversight through Client Agency Agreements. |
