State Personnel System Human Resource Strategic Plan

The Department of Management Services' Division of Human Resource Management* is engaged, with the assistance of Evergreen Consulting, LLC, in the development of a 5-year Human Resource Strategic Plan for the State Personnel System.

This Human Resource Strategic Plan will serve as a necessary “roadmap” for human resource policy guidance for improving the State’s human resource infrastructure for the use by the Department and key stakeholders, such as the Governor and the Legislature. The Plan will define the components of a “world-class human resource system” specifically addressing issues regarding workforce design, workforce compensation, and workforce training and development. These strategic issues will identify the most significant opportunities and problems that must be addressed to ensure Florida accomplishes its human resource mission.

A Steering Committee, consisting of major stakeholders representing the Executive Office of the Governor, Cabinet agencies and Governor agencies, will provide input during the research process and make recommendations regarding the subsequent creation of the Plan. *The Division of Human Resource Management oversees the human resource infrastructure for the State Personnel System, the largest of seven personnel systems in state government. The State Personnel System encompasses 30 agencies in the Executive branch of government with more than 114,000 employees in the Career Service, Selected Exempt Service and Senior Management Service pay plans and other personal services (OPS) employees. HRM is tasked with creating and maintaining equitable and lawful human resource policies to position the State as a competitive employer.
