Director of State Purchasing and Florida's Chief Procurement Officer - Roz Ingram

Roz Ingram

Rosalyn “Roz” Ingram serves as the Director of State Purchasing and Chief Procurement Officer for the State of Florida. In this role, Ingram is responsible for developing sound procurement practices throughout the state and building strong relationships with state agencies, eligible users, and vendors. Ingram also oversees the State of Florida’s online procurement system, MyFloridaMarketPlace (MFMP), and the division’s public procurement professional development program, which offers training and certification programs for state agency procurement professionals.

Before her current post, Ingram rejoined the Department of Management Services (DMS) in 2014 as the Bureau Chief of Business Support Services within the Division of Real Estate Development and Management. Ingram has more than 29 years of state government experience, primarily focusing on best practices in procurement and public administration. For more than six years, she served in several roles at the Department of Corrections, including Chief of Procurement and Chief of Contract Management. Prior to that, she was the Director of Specialized Services at DMS and was responsible for Fleet Management, Private Prison Monitoring, Federal Property Assistance, and the Executive Aircraft Pool.

Ingram was raised on the east coast of Florida and received her Bachelor of Science in business, with emphasis in marketing, from Florida State University. She is also a Project Management Professional (PMP), Certified Public Manager (CPM), and Florida Certified Contract Negotiator (FCCN).
