Director of State Technology - Heath Beach

Heath Beach

 As the Director of the Division of State Technology at the Department of Management Services (DMS), Heath Beach oversees the SUNCOM program, emergency support functions and radio communications services for which the division is responsible, among various other programs. Heath joins DMS with a great deal of experience in administration, finance, and project management, implementation and design.

Prior to and after receiving his master’s degree in public administration from the University of South Florida, Heath worked for the Hillsborough County Government. There, he was responsible for strategic planning, project management and financial projections. Furthermore, he successfully implemented a multimillion-dollar human resources information system. He later worked for the City of Jacksonville as an Assistant Budget Officer for five years. In this capacity, he oversaw the preparation and monitoring of a $2.2 billion budget that included more than 10 departments and five constitutional offices. He also served as the Incident Command System Finance Section Chief during multiple emergency response activations and chaired the General Government Awards Committee responsible for reviewing, awarding, renewing and initiating contracts for the city.

Most recently, as the Manager of the Office of Budget and Policy for the City of Tallahassee, Heath oversaw the implementation of a Public Sector Budgeting Cloud software solution.

Heath is a member of the Government Finance Officers Association and of the Florida Government Finance Officers Association. His past work also includes leadership positions in the nonprofit world and private sector focusing on policy and market analysis.
