Specialized Services Director – Kelley Boree

Kelley Boree

Kelley Boree serves as the Director of the Division of Specialized Services. In this role, she oversees the Bureau of Private Prison Monitoring and the Fleet Management and Federal Property Assistance programs.

Before joining DMS, Kelley served as the Director of the Department of Parks, Recreation, and Natural Resources with the Pasco County Board of County Commissioners and, prior to this position, as the Director of the Division of State Lands for the Florida Department of Environmental Protection. Additionally, in her 11-year tenure with the City of Jacksonville, she maintained several positions with various divisions and departments, working her way up to Director of the Department of Recreation and Community Services. She began her career with the Interstate Dairy Queen Corporation, where she served as a Senior Management Consultant and then the Director of Franchise Development.

Kelley has a great deal of experience in planning, developing, and implementing strategic policies and procedures to create organizational efficiencies and ensure regulatory, statutory, and administrative rule compliance. Over the course of her career, she has planned, administered, and monitored operational budgets of more than $65 million and capital improvement budgets of more than $226 million. She also directed strategic and operational functions of real estate services for the state, overseeing more than 12 million acres. Furthermore, she revitalized one of the largest urban park systems in the country by facilitating operations of more than 400 parks encompassing more than 50,000 acres of natural, cultural, and active recreation sites.

Kelley has a bachelor’s degree in business administration from William Woods College in Fulton, Missouri.
