Council Members

The Florida Advisory Council on Small and Minority Business Development provides insight and expertise to the state regarding small and minority business development. Council members research the role the small and minority businesses in the state's economy and provide recommendations on how to improve engagement of and support for Florida's small and minority business community. Michelle Andrewin

Michelle currently currently serves as Coordinator of the Palm Beach County School District’s ADA Program. She was formerly the Director of the District’s Office of Diversity in Business Practices, where she coordinated the District’s efforts in proactively assisting S/M/W business enterprises to grow, expand and position themselves to participate in contracting opportunities with the District. She is currently the President of FAMBEO. Michelle earned a BA and a master’s degree in Urban and Regional Planning from Hunter college of New York.

Michelle has been honored twice by Legacy Magazine as one of the 50 Most Powerful Black Professionals in South Florida (2011) and one of Palm Beach County’s Top Black Educators (2013).

Julius D. Davis, PE, LEED® AP

Julius D. Davis is the President and CEO of VoltAir Consulting Engineers, Inc. Founded in 2006, VoltAir is a privately owned corporation that provides mechanical, electrical, plumbing, fire protection, commissioning and technology systems engineering design services across a wide range of markets. Currently, VoltAir maintains offices in Tampa, Orlando, Houston, Ft. Lauderdale, Nashville, Atlanta, and Dallas. In 2015, the firm expanded to include VoltAir Constructors, providing design-build electrical contracting services. Julius, a LEED certified PE, has more than 23 years of experience in all phases of electrical engineering services such as building interior/exterior lighting, power distribution and generation, and specialty systems such as voice/data and security for a variety of building types.

Julius holds a Bachelor of Science degree in Electrical Engineering and a Master’s in Business Administration from the University of South Florida. Julius was recently appointed as Commissioner of the Florida Transportation Commissions and serves on the Board of Directors for The Greater Tampa Chamber of Commerce. He was previously appointed by the Florida Governor and served the full term on the Enterprise Florida Board of Directors and the Space Florida Board of Directors. In 2017, Julius was recognized by the Florida Small Business Development Center at USF with the Entrepreneur of the Year Award and by the University of South Florida with the Engineering Excellence Entrepreneurial Award.

Sherod Halliburton

Sherod is the president of Manatee Community Federal Credit Union in Bradenton, FL. He develops strategy and policy and ensures the overall financial and operational success of the financial institution. He previously served as the Executive Vice President of Strategic Initiatives, where he managed all CDFI activities, grew membership and loans, developed new products and services and utilized community development networks to establish new local partnerships.

Sherod has celebrated numerous accomplishments over his career including jointly creating the PEARLS consortium, which secured $1.6 million from the U.S. Department of Education PIRC grant. He also received his B.S. in Marketing from Georgia State University.

Janet Harris-Lange

Janet Harris-Lange is the former national President of the National Women Business Owners Corporation. She received her Bachelor's and Master's degrees from Florida Atlantic University and has been a small business owner since 1972. She is President of TaskMasters of Florida, Inc., a Daily Money Management company designed to bring order and clarity to the daily management of bills, budgets, and record keeping, located in Palm Beach Gardens, Florida.

Janet is a past national President of the National Association of Women Business Owners; served on the Small Business Advisory Council for the Federal Reserve Bank of Atlanta ; served as delegate in 1986 and co-chaired the Florida Delegation in 1995 for the White House Conference on Small Business. Numerous awards include the 1993 Entrepreneur of the Year Award by Inc. Magazine and the Gillian Rudd Leadership Award in 1994. She has also been featured in many publications, on television and radio and authored a monthly article for a women's business magazine.

Johnny R. Helms

Mr. Helms is President and CEO of Lumbee Group which he founded in 2012, President and CEO of Johnny Helms Consulting which he founded in 2013, Founder and CEO of Chocolate Legacy Candy Company which he founded in 2015 and partners in a few other companies in Jacksonville, FL.

Lumbee Group is an 8(a) Native American Indian Owner Company and Certified Minority Owned Business headquartered in Jacksonville, Florida and offices in Atlanta, Ga. The Company provides its customers with assistance in IT-Managed Servers, IT equipment procurement, Cloud Solutions, Tele-health On-Demand Services, Tele-healthcare & Telemedicine Technology, staffing employee placement and consulting, and technology solutions and Motivation Speaking.

Mr. Helms also spends his time consulting with other companies to facilitate business development, sales training, networking and economic growth. Mr. Helms also sits on multiple boards in North Florida – USO, Jax. Chamber Military Issues Committee and AFCEA.

Eduardo Gonzalez Loumiet, MBA, PMP, CPHIMS

Eduardo is a Cuban-American that is proud of his culture, humbled by his heritage, and honored by the chance to represent Latinos in tech. With more than 15 years, managing multi-million dollar enterprise technology projects, Eduardo is an award-winning information technology expert, mentor, professor, recognized speaker, and CEO at Ruvos, a leading health care technology company. Eduardo is a certified Project Management Professional (PMP) and a Certified Professional in Healthcare Information and Management Systems (CPHIMS).

Eduardo received his Executive MBA from the University of Miami in 2007 as well as numerous accolades such as 2012’s ‘Rising Star Under 40’ by 850 Business Magazine and most recently, 'Capital City’s top “20 under 40” young professionals' by the Network of Young Professionals.

Eduardo is a healthcare informatics professor at Florida A&M University and Emory's Rollins School of Public Health.

Mariana Lugaro

Mariana is the Director of Sales Enablement with United Data Technologies (2004-present.) United Data Technologies designs, builds and services innovative IT solutions that integrates and elevates current systems with the latest technology. UDT’s mission is to be the resource choice for their clients’ technology needs. Mariana specializes in implementation of all necessary bid and contract management procedures and processes. She assembles contract and proposal response teams with the relevant service, product, and business knowledge required to prepare a winning bid, while owning the entire bid and pricing strategy process.

Prior to her tenure as the Director, she served as the Inside Sales Manager where she directed the activities relating to sales, revenue and profit and the development of target accounts, expansion of product category sales and customer penetration.

Jay Narang

Mr. Narang is an entrepreneur with an active involvement in various efforts affecting his local community. He founded GDKN, a global services firm, and his latest venture, Tech Army, (an ISO 9001:2008 certified company) offers IT Consulting, Business Process Automation utilizing firm’s Custom Application Software Development Services, and Staffing Services. He is also the co-founder of TechRev, a Software Products/Solutions firm that has developed a disruptive invention DEW utilizing AI (Artificial Intelligence) in software technology space.  It is currently in Patent phase. The clientele of his firms includes many Fortune 500 and public-sector entities in industries including but not limited to, Education, Information Technology, Healthcare, Manufacturing, Banking/Financial, Oil and Gas, Engineering, Aeronautics and Defense. Mr. Narang has been serving the industry for 25 years. He has a Bachelor of Engineering in Computer Technology, Advanced Management Education from Northwestern University's Kellogg School of Management and Finance for Senior Executives from Harvard Business School.

Jay served on the Supplier Diversity and Outreach Committee at nation’s 6th largest school board district:  School Board of Broward County. He also serves as the Chairman at State of Florida’s Advisory Council for Small and Minority Business Development and as the Chairman of Minority Business Enterprise Input Committee and on the Board of Directors at Florida Supplier Minority Supplier Development Council.

Kathey Porter, MBA, CPSD

Kathey is the Director of Small Business and Vendor Diversity Relations for the University of Florida and is a nationally recognized expert on supplier diversity, small business development and entrepreneurship. Kathey has led supplier diversity programs and acted as business consultant for higher education, municipalities the federal government for over 10 years and has been an adjunct business instructor at several colleges and universities.

A frequent speaker/panelist at conferences and events focusing on supplier diversity, small business development/entrepreneurship, women's entrepreneurship and empowerment and diversity and inclusion, Kathey is the author of 50 Billion Dollar Boss: African American Women Sharing Stories of Success in Entrepreneurship and Leadership (Palgrave Macmillan) and Implementing Supplier Diversity: Driver of Entrepreneurship. In 2018, she was recognized as Advocate of the Year – Supplier Diversity by the Florida Minority Supplier Diversity Council for her efforts in connecting minority businesses to opportunities throughout the state of Florida.

Kathey received her CPSD (Certified Professional in Supplier Diversity) through the Institute for Supply Management (ISM) in 2015.

Augusto Sanabria

Augusto Sanabria is the President & CEO of Prospera, an economic development, nonprofit organization specialized in providing bilingual assistance to Hispanic entrepreneurs trying to establish or expand their business. Since 1991, Prospera has helped clients create and retain more than 23,000 jobs across Florida.

In 2016, Augusto received the Orlando Business Journal’s CEO of the Year Award and their 40 Under 40 Award. He was also awarded with Governor Rick Scott’s Award of Excellence, selected for Leadership Florida and graduated with Class 31, and named among “Orlando’s Power Brokers” by the Orlando Sentinel. In 2012, HCCMO’s Vision magazine recognized Augusto as one of Central Florida’s 25 most influential Hispanics.

Augusto holds a Master’s Degree in Business Administration from the University of Central Florida. He holds a Bachelor of Science in Business Administration with a major in International Business and a concentration in marketing from the same institution.

Deborah K. Thompson

Deborah K. Thompson is the owner of Deborah K. Thompson, Consultants, located in Jacksonville, Florida and is the National President of the National Association of Black Women in Construction.  She guides this Small Business Administration certified 8 (a) firm to locate government contracts in Consulting  & Management Development and Training and encourages women to seek professions, projects, contract opportunities and careers in construction, transportation and housing. 

She has started hundreds of non-profit and for profit community and economic development organizations. As a management and technical assistance provider, registered and qualifying agent or consultant, she led these businesses to obtain loans, construction bonds, 501© (3) tax exemptions, government and private grant awards and contracts.

She is bonded and insured and has five active 8(a) contracts around the country in FL, GA,TN and AK.

Brian A. Williams

Brian is currently the Staff Attorney for the School District of Lee County, Florida. He previously served as the Economic Development Officer (2013-2016) for the School Board of Miami-Dade County, Florida, where he was responsible for managing the Office of Economic Opportunity. Prior to his appointment to the Office of Economic Opportunity, Mr. Williams served three years as an Assistant School Board Attorney for Miami-Dade County Public Schools.

In 2014, Mr. Williams was recognized by the Minority Chamber of Commerce as the Economic Development Director of the Year. He received his Bachelor of Business Administration degree from Emory University and his law degree from George Washington University.

Christine L. Yerkes

Christine is the Owner, President and CEO of Yerkes South, Inc. An engineering, consulting and Construction Company based out of Pensacola, Florida. As owner, she is responsible for the operational and management aspects of the business. Ms. Yerkes is also a member of the Army Corps Engineers and serves as the Resident Engineer and Administrative Contracting Officer out of Eglin Air Force Base, Fl. She directly supervises and leads a construction management office responsible for project/contract management and execution of multiple construction and renovation projects for multiple clients including Air Force, Navy, Marine Corps, and others. She specializes in fiscal planning, budget development, budget execution and workload projections.

Among numerous accomplishments during her military career, Christine received both a Navy Commendation Medal as well as a Navy Achievement Medal.
