The State of Florida's Loan Mobilization Program

The State of Florida's Loan Mobilization Program assists certified woman-, veteran– and minority-owned business enterprises obtain funding when starting a state agency contracted project as established in section 288.706, Florida Statutes.

The Program authorizes state agencies to disburse from 5 to 10 percent of the state contract award - the designated loan mobilization payment (DLM Payment) - to participating lenders to assist certified minority business enterprises in obtaining working capital and lines of credit.  The lender then loans the certified business 125 percent to 200 percent of the DLM Payment advance.

Program Goals and Benefits

The Loan Mobilization Program increases opportunities for certified business enterprises to compete for state contracts and execute the work on a project. Through administration of the Program, the Office of Supplier Diversity (OSD) helps:

  • Promote opportunities for the economic development and growth of certified business enterprises;
  • Serve as an advocate for certified business enterprises in state contracting and procurement;
  • Collaborate with stakeholders to benefit certified businesses and economic development;
  • Provide technical assistance to state agencies and guide them toward the attainment of their diversity initiatives; and
  • Foster a positive working environment for certified business enterprises and state agencies, which in turn increases opportunities for these businesses in the state’s procurement system.
