Florida State Agency for Surplus Property (SASP) Program

Federal agencies with unwanted personal property must dispose of it through the U.S. General Services Administration (GSA). The Florida State Agency for Surplus Property (SASP) establishes and promotes means for acquiring and distributing federal property to eligible public agencies and nonprofits. 

For Florida SASP to sustain its operations as a self-supporting entity, SASP assesses the donee a service and handling fee (service charge) for each item of federal surplus personal property that the donee acquires.

 

Program Eligibility

Eligibility is determined on a case-by-case basis by state and federal laws and regulations. To qualify as a donee, you must be a public agency or nonprofit and meet all the requirements in the eligibility guidelines established by the federal government. Interested public agencies or nonprofits must complete the Florida Eligibility Application. To determine if your public agency or nonprofit qualifies call 904-964-5601 or email SASPTeam@dms.myflorida.com. Once determined eligible, your public agency or nonprofit becomes a donee of the SASP program and will gain access to the Starke Distribution Center and GSAXcess to screen Federal property.

Application Process

Applications for enrollment are processed within 21 days upon receipt of the application and all supporting documentation.

  1. Review these three documents. By continuing with your application, you are certifying that you have read these documents.
  2. Complete the Florida Eligibility Application (Adobe PDF Document 274.32 KB).
    (To use the fillable form feature, please download the file to your computer and then open that file to begin filling it out.)
    • Be sure to carefully read all of the instructions and sign in blue ink or your application will be rejected.
    • Depending on the category selected, specific documents will be required.
      • Refer to the Required Documents (Adobe PDF Document 72.54 KB) flyer along with the application instructions to guide you in the process.
         
  3. Submit your completed application to SASPTeam@DMS.myflorida.com.
     
  4. Once you application is approved, an email notification will be sent to the email address provided in the application, along with two links to search for Federal surplus property.
    • One link gives you access to the SASP Distribution Center in Starke, FL and the other to GSAXcess to search for Federal property located in other states.
    • A username and password will only be provided upon eligibility approval.

Screening Federal Surplus Property

Approved eligible users may screen for military and civilian Federal surplus property by visiting the Starke Distribution Center or screening for Federal property online. 

  • Starke Distribution Center
    • Visit the Starke Distribution Center located at 14281 US Hwy 301, Starke, FL
    • View federal property located in the Starke Distribution Center.
    • Hours of operation are Monday through Friday 8:00 am to 3:00 pm.
    • Check for notifications on the website for warehouse closings and other updates or call ahead: 904-964-5601.
        
  • GSAXcess
    • GSAXcess operated by the General Services Administration is a web-based program that allows eligible SASP applicants to search for and obtain excess personal property.
    • View Federal property located on GSAXcess.
      • You must be SASP eligible and have a user name and password to access.
