Agency-Managed Projects

<p class="pb-6">Agency-Managed Projects (AMP) are small scale, non-permitted projects conducted within DMS leased space. Tenant agencies are solely responsible for project planning and implementation after receiving a notice to proceed from DMS.</p><p class="pb-6">AMPs are utilized for the following scopes of work:</p><ul class="list-disc list-outside mb-6 ml-6"><li class="mb-2">Painting interior walls or ceilings</li><li class="mb-2">Painting interior doors, frames, or cabinets</li><li class="mb-2">Painting floors</li><li class="mb-2">Replacing flooring material</li><li class="mb-2">Replacing existing interior doors/frames/glazing/hardware/keying</li><li class="mb-2">Adding, removing, replacing window coverings&nbsp;</li><li class="mb-2">Adding, removing, replacing cubicle components (non-permitted, no electrical work)</li><li class="mb-2">Projects that do not require permitting</li></ul><p class="pb-6">If your project does not fall into one of these categories, please visit the <a href="https://www.dms.myflorida.com/business_operations/real_estate_development_and_management/bureau_of_building_construction/client_agency_agreements" class="underline text-blue-500 transition-colors ease-in-out duration-500 hover:text-blue-400">CAA page</a> for large project information.</p><p class="pb-6"><strong>Deadline: AMP and/or amendments must be fully executed six months prior to funds reversion date.</strong></p><ul class="list-disc list-outside mb-6 ml-6"><li class="mb-2">Example: If an AMP is funded using Operating funds which expire September 30, 20XX (if certified forwarded), the Requesting Tenant Agency must have the AMP request submitted and a contract executed by all parties no later than March 30, 20XX. Client Agency Agreements

<p class="pb-6">CAAs are arrangements between the Department of Management Services (DMS) and a client agency for DMS to manage a capital improvement project on the client agency&rsquo;s behalf, per section 255.31, Florida Statutes. &nbsp;For project management services, DMS is statutorily authorized in section 215.196, Florida Statutes, to assess a DMS fee for this service.</p>

The DMS project manager will incorporate any additional project costs that may be required to complete the project and return to the requestor for approval. If the client agency approves the project, DMS will draft a CAA and send to the client agency via email for signature.</li><li class="mb-2">Client agency returns the signed CAA to DMS.</li><li class="mb-2">DMS executes and provides a copy of the executed CAA to the client agency. Effective July 1, 2017, no amendment requests to move CAA funding between existing CAA projects may be processed. Each project must be closed out via an amendment and a new CAA must be requested.</p><h3 class="font-extrabold text-blue-400 text-2xl mt-4 mb-4">Federally Funded Projects</h3><p class="pb-6">Federally funded projects executed under Client Agency Agreements are subject to the Davis Bacon Act which increases project costs. Please be mindful of the potential impact to project budgets prior to making a request.</p>


DMS / REDM Continuing Contracts

For any project with a budget in excess of $7,725,000, the governing entity must solicit the Architect-Engineer and the Construction Manager at Risk or the General Contractor for a Design-Build project.&nbsp; The governing entity must use the above referenced Statutes and Rules to perform the solicitation process.&nbsp;</p><p class="pb-6">The Department is tasked with reviewing Consumer Price Index (CPI) each year for the period of June to June and adjusting the project limit for Continuing Contracts based on the change in the CPI.&nbsp; This change will be published in July each year.</p><h4 class="font-bold text-xl mb-4 leading-6">Note regarding Architect-Engineering Continuing Contracts</h4><p class="pb-6">Only DMS REDM is allowed to utilize its Continuing Contract for Architect-Engineering services.&nbsp; A State Agency or Eligible User may not issue an Activation or Purchase Order to use a REDM Continuing Contract for Architect-Engineering services but must solicit its own contract(s) for these services.</p><h4 class="font-bold text-xl mb-4 leading-6">Note regarding Construction Manager Continuing Contracts</h4><p class="pb-6">Only state agencies serving as the managing agency of a state-owned facility or a state construction site are authorized to utilize the services of any a Construction Manager under a DMS REDM Continuing Contract through activation;
