MyFloridaMarketPlace Commodity Code Standardization Project

MyFloridaMarketPlace (MFMP) recently worked on a project to convert the previous Florida specific Commodity Codes (known as FLID) to an internationally accepted and standardized code set known as the United Nations Standard Products and Services Code (UNSPSC). This project lasted for several months with implementation occurring June 30th – July 3rd. The project provides benefits to both state agencies and vendors. UNSPSC standardization allows for enhanced spend analytics and therefore more strategic sourcing opportunities. The standardization also provides the ability to better target vendors to receive solicitation notifications and reduce the effort for vendors to provide catalogs to the State of Florida.

As part of implementation, MFMP communicated with vendors to ensure they are aware of the conversion and how they could review and update their codes in the Vendor Information Portal (VIP). MFMP sent agency customers weekly emails regarding the commodity code project.

Job aids and trainings are now available through MFMP U for agency customers and vendors on the new code structure and how they can utilize it in the system. The final code set and mapping document have been posted (see below).

To support agencies that may need to make updates to their internal systems the MFMP team has posted a listing of the current UNSPSC code set to the DMS Secure Reports site. Details regarding this file can be found in the attached design document (Adobe PDF Document 247.68 KB).
 

Agency Customer Impact

Agency requisitions that are marked with a delay purchase until date of July 1, 2014 were systemically converted with the above mapping. Agencies are now required to select UNSPSC codes on new requisitions or change orders. Historical purchase orders will continue to reference FLID codes. Agencies are not  required to select a UNSPSC code when invoicing against a historical purchase order. Both UNSPSC and FLID codes will be required for any reports that cross fiscal years (FY 2013-2014 and FY 2014-2015). 
 

Vendor Impact

Commodity code selections for vendors that have requested to receive solicitation notifications were systemically converted in MFMP VIP with the above mapping. This affects notifications distributed from MFMP Sourcing and the Vendor Bid System (VBS). Vendors that wish to receive solicitation notifications should login to MFMP VIP and validate the associated UNSPSC codes.

  • Hierarchical eight digit, 4-level tree structure: Segment, Family,
    Class and Commodity
  • UNSPSC is used by most vendors making it easier for them to do business with the state
  • Several large states have moved to this code structure making spend comparisons easier
  • UNSPSC hosts a publicly accessible website for code searching

Agency Communications

The MFMP team has created a listing of the agency workflow approvers that were implemented for each PUI, UNSPSC and threshold.  This list (titled Agency_Final_Workflow ) has been posted to the Secure Reports website for each agency.  Requests for updates to UNSPSC workflow approvers can be submitted to the MFMP Customer Service Desk (buyerhelp@myfloridamarketplace.com).
