HR Magazine published an article focused on the State of Florida’s People First initiative, titled “Salvage, Don’t Scrap”. This article, in the June 2011 edition, provided an historical account of the initiative, contract negotiations and major system release successes, as well as tips to leaders of any organization considering a large outsourcing project. The article was supplemented by a white paper: “The Florida Journey”, written by David DiSalvo. This paper outlined the journey from beginning through 2011.

More recently, the historical account of the People First initiative was updated in a new white paper titled "HR Outsourcing in Florida - The Next Chapter." This updated white paper replaces The Florida Journey and provides industry analysts, federal, state and local governments, and other interested parties with the progress of the People First Program.
